Soaring Costs May Strain Welfare Changes

CIRCLEVILLE, Ohio (AP) -- Ohio's working poor are making tough choices: shutting off utilities, pawning keepsakes and lining up at food pantries.    

Those in rural areas are hit the hardest because many of them have to drive to get work in metro areas. Some people are spending more than 20 percent of their paycheck just to get to work. They are turning to counties to get gas cards to help pay their way to work. But those funds are running out.    

Some residents like Heather Algoe have planted a garden to feed her family. She says her garden twice as big as the one she planted last year at her Circleville home, mostly because food costs have gone through the roof.    

But even with that help, county officials are worried they'll soon run out of funds to help their neighbors.
